Beam Park public hearing
In their role of making strategic planning decisions, the Mayor may occasionally take over an application, therefore becoming the local planning authority. They must then hold a public hearing before deciding whether or not to grant planning permission.
In this instance, the Deputy Mayor for Planning, Regeneration & Skills, Jules Pipe, took over the application for the redevelopment of Beam Park.
Reserved Matters Application
Following the refusal of the application by the London Borough of Havering, the application was recovered by the Deputy Mayor for Planning, Regeneration and Skills for his determination. The hybrid planning application was given a resolution for approval by the Deputy Mayor on 28 September 2018 and planning permission was issued on 7 February 2019.
A Reserved Matters application has now been submitted to the Greater London Authority (GLA) for approval of details for Phase 2a, under the original hybrid planning application, granted on 7 February 2019. The description of development is as follows:
Reserved matters application relative to phase 2A of the Beam Park development connected to hybrid planning permission GLA 2933a/, LBH 17/01307/OUT, LBBD P1242.17, seeking agreement to detailed site access, appearance, landscaping, layout and scale. It also seeks to address the terms of planning conditions 18 (levels), 19 (design code compliance), 27 (energy compliance) and 70 (fire strategy), which all necessitate submissions as part of any reserved matters application/s.

Background to the public hearing
On 27 April 2018 Havering and Barking & Dagenham advised the Mayor that whilst Barking & Dagenham is minded to grant permission, Havering is minded to refuse permission for the cross-boundary redevelopment proposals for Beam Park.
On 8 May 2018, having considered a report on the case, the Deputy Mayor, Jules Pipe (under delegated powers) notified Havering and Barking and Dagenham that he would act as the local planning authority for the purposes of determining the planning applications (under article 7 of the Mayor of London Order and the powers conferred by Section 2A of the 1990 Town and Country Planning Act).
The local authority for this case is P1242.17 (Havering) and 17/01307/OUT (Barking and Dagenham). The GLA reference is 2933a & 2933b
Representation Hearing
A public Representation Hearing was held in The Chamber at City Hall on 28 September 2018, for the Deputy Mayor, Jules Pipe to consider this application in detail and to determine whether or not planning permission should be granted. Following the hearing the Deputy Mayor decided to grant permission for the application subject to planning conditions and conclusion of a section 106 legal agreement

Public Consultation
Following revisions to the application, a public consultation was held from 15 August 2018 – 6 September 2018
Subsequent to the Deputy Mayor’s direction, on 3 August 2018 the applicant submitted revisions in support of the application including:
- Provision of 3,000 residential units (increase of 100 overall);
- Provision of 50% affordable housing, of which 80% are intermediate and 20% are affordable rented units;
- Maximum increase in height of Building K1 by two storeys to 11 storeys;
- Increase in height of Building K2 by three storeys to 12 storeys;
- Increase in height of Building K5 by seven storeys to 16 storeys;
- Increase in height of Building W by two storeys to 8 storeys;
- Maximum increase in height of Building L by three storeys to 12 storeys;
- Maximum increase in height of Building H by one storey to 7 storeys;
- Increase in height of Building J1 by three storeys to 11 storeys;
- Reorientation of two end-of-terrace houses in Plot 14;
- Land previously safeguarded beneath the flyover to be incorporated into sitewide public realm;
- Conversion of Class D1 unit in Building K to flexible use class (class A1, A2 or D1);
- Increase in 3-bedroom family size units; reorientation of two end-of-terrace houses in Plot 14;
- Land previously safeguarded beneath the flyover to be incorporated into sitewide public realm;
- Revision to school plot S1;
- Reduction of onsite car parking to 1,672 spaces (a reduction of 14 spaces); and
- Increase in cycle parking spaces to 4,604 spaces (an increase of 204 spaces).
